object, however, in advocating the settlement of a large population in this district is that in the ordinary course industrial undertakings must arise along the sea-front of the new reclamation, and it is possible that the Green Island Cement Works may have to be removed to the West of this neighbourhood as the prevailing North East and Easterly winde blow the cement dust across the peninsula and the nuisance is becoming a serious one. I enclose a plan of the Northern part of the blony showing in red the portion of

the Shamshulpo reclamation already made, in green the portion to be constructed next year, and in brown the rest of the reclamation as it will be when finished according to present

plans.

The principal difficulties in carrying such a scheme into effect will be the disposal of the re- -claimed area at a moderate cost, and the limiting of rentals. Where land has been already leased and in the case of the Praya East Reclamation I would propose to make advances on the following conditions:-

(a). That the type of house and the mode of

construction should be approved by the Govern-

-ment.

(b). That the advance would not exceed three-

-fourths of the total cost of the buildings, which would be assessed by the Government. (c). That a mortgage of the property should be

executed in favour of the Government as security for the repayment of the advance, (d). That the advance should be repaid by ten half- -yearly instalments with five per centum interest on the amount outstanding, the first instalment to become due six months after the completion of the building.
